Urban Empire

City building & politics

Lay the streets, grow the districts and keep your voters on your side. A city is built — and governed.

About the game

A city builder with a real political layer. Shape the terrain, zone your districts, run power, water, waste and public services, and connect it all with buses, trams, metro and rail. Then face the council: interest groups, municipal orders, a yearly budget vote, local press, loans, a credit rating — and two-round elections.
